How to create AS on Windows

Hello,

I need a way to create AppleScripts on a windows machine...

The scripts of course will be used on macs!

The scripts will be used to open pdf and excel files from a Flash app.

I will have a windows app to write some other text files that i need for my app. And I want to use this app to create the needed AppleScript files, too. My app can write only textfiles...

Is there a way to do that without having a mac?
