Is Preview scriptable?

I am convinced I had the following script working in Preview to position and set the size of the frontmost window

tell application "Preview"
set bounds of window 1 to {0, 22, 1450, 1100}
end tell

Today I get an error "Preview got an error: Can’t set bounds of window 1 to {0, 22, 1450, 1100}."

I tried to check out the dictionary for Preview, but it does not appear in the list of applications in Script Editor.

A similar script works fine with Safari.
