Whether this is usable for you or not, you'll have to decide, but...

has a free, basic graphing package.  It won't draw axes or such.  That's left as an exercise.  But it's a capable little drawing package.

If you'd like to access it from a language like, say, perl,

Whether or not you can get this stuff working on OS X is not clear.  I got pretty close before I decided it was time to just cave and do my development on Linux where it "just worked".

But it's free.

Alternatively, I've written my own long ago.  It's not that hard.  But it's always nice to be able to use a library or system utility.
