It's also in the Xcode Documentation window from the Help menu. Documentation>User Experiance>Help Technologies>Providing User Assistance With Apple Help (Revision; Preliminary)

Also have a look in your Documentation folder>Documentation>Apple Help. Among other things here is the Apple Help Indexing Tool, which you may well need later.
