But where is this plist file?

The revelant plist file is:
~/Library/Preferences/.GlobalPreferences.plist


Well, AppleLocale is not AppleLanguages ;)

$ defaults read -g AppleLocale
-- en_HK

$ defaults read -g | grep AppleLanguages
-- AppleLanguages = ("zh_TW", "zh_CN", en);

The list ("zh_TW", "zh_CN", en) reflects the top to bottom order in language of International Pref. of System Preferences. Once we drag language to change the order, the above shell command will report the change. However, for applications, they need to be quitted & reactivated, in order to take effect.

So, on my machine "zh_TW" is the default language at this moment.
