The BBEdit (Bare Bones) text editor and its free version, Text Wrangler, have all kinds of programming support for writing and checking HTML and CSS. (Actually it's frustrating to some of us who use BBEdit for other things.)

BBEdit is also AppleScriptable to a fault and recordable.

And last, but not least, there are active mailing lists for ordinary users and scripters (Apple and shell). You would probably find good stuff in the archives for whatever editor you choose to use.
