I usually call ATSFontActivateFromFileSpecification instead of
FMActivateFonts; have you tried that, just out of curiosity? Also, the file
that ATSFontActivateFromFileSpecification expects is the suitcase (of
resource type 'FFIL' if you're on an HFS+ volume); it will find the related
Type 1 files and AFM files (if any) automatically, as long as they're in the
same folder.

Once you have the activated container you can get all the ATSFontRefs from
it using the ATSFontFindFromContainer call.
