There is software out there that will do it. I can't remember the name, but it is the same program that lets you make modifications to how the track pad works. I decided to play it safe and use a simple driver update I compiled myself rather than something that hooked its way into the OS in multiple ways.

You are probably thinking of uControl which I continue to use for the emulated mouse wheel support. I used it for a little bit for F-keys, but was disappointed that it only let you force the keys as F-keys and not invert the default behavior (which the Keyboard & Mouse CP does).
