Because it's not a complete answer to the question "how much memory do I have at my disposal?"--since depending on your needs, this question has many, many answers. (Some want to know how much physical RAM they can use without paging, some want to fill their virtual address space, some want to know about RAM usage including other processes, etc.) The VM APIs are there so you can ask the questions you need to ask.
