Somebody could have, for example, foolishly made a file called

I just tried it and the Finder said "this name is reserved by the
system and cannot be used".
The Finder says this for all names that start with a period. However,
you can still make a file with a name that starts with a period from a
Cocoa save panel (a Navigation Services dialog will disable Save when
the file name starts with a period, the Cocoa save panel will ask the
user if they really want to do this and tell them that the file will be
hidden -- I'm personally not certain which behavior is better...).
