I don't know why they say that. I don't know anyone who does it.
Didn't make sense to me either. I was fairly positive that I read this so I just went digging and found it again. In the document windowscontrols.pdf on page 56 it says:
"Add an application signature and control ID for each button. The application signature is typically your application?s creator code (for example, 'surF'). The control ID should uniquely identify the control within your application. "
Note, it says "..it typically is...", not "it should be".
