Thanks for the response. 

My application is based on a framework that dispatches events received from WaitNextEvent to the active window object. With the behavior I described, the window object will never get a keyDown, as WaitNextEvent never gives me a keyDown if a view is focused. The views in question may be text views, but they may also be tables which only respond to arrow keys and return, for example. All other keys are traditionally handled by my window object.
