Seems like you're doing this in a very roundabout way.

In IB, at least in the one that shipped with Tiger, you can select the
WINDOW, and bring up the Inspector to the Window section (cmd-2), and 
drag controls around in the list to set the tab order.

There are some issues with this inspector (that I've written up), like
if you have multiple controls without signatures, you can't tell them apart.
But you can double-click on any one in the inspector to select it in the
window.  Overall, it's way less of a pain than selecting each item and
doing Bring to Front, IMHO..  (or even cmd-clicking each item in order in
ResEdit dialogs.. uggggh)
