I'm guessing it's because it's application developers within Apple who think
up a lot of these things, and doing a custom implementation is a lot faster
for them than submitting it as a new feature for the OS and waiting for it
to be implemented.

Nevertheless, if the next time Steve stood up on stage at WWDC and
introduced an application with a new widget in it, I think he'd get a huge
round of applause if he announced that said widget was going to be available
to all developers at the same time.
