I think it tends to be because the apps are under design and
redesign until very close to the shipment of the product, and there
isn't time for the frameworks to fully implement these features
again and again as they change; it's more efficient for just the
app that needs them to do the work as necessary. Often, the
appearance that the app ships with may not even be the appearance
that we decide to use in the future; I don't have any information
about plans for the future appearance of Mail, but certainly it's
been widely disliked, so maybe we'll get rid of that appearance and
not provide it as a general-purpose API at all. I don't know.
I don't see why there's such a brouhaha about Mail's new appearance.
Looks fine to me, even though I'm not a fan of blue. Yes, the mailbox
list pane looks nonstandard, but I think a small difference makes it
MUCH easier to know which app you're currently looking at. I also
think the Mail toolbar buttons are gorgeous.
