Wrong event target. The EventMonitorTarget is for monitoring low
level events in other applications (keyboard, mouse; and only while
accessibility is enabled). As Larry said, you want the Application
target, GetApplicationEventTarget().
Seriously, read the header, every line of it. There is a TON of
useful information in there.
