Can I add an event handler to the event dispatcher target in order to catch and consume Exposé keystrokes? Our software uses F9-F12; at present, they only work properly if we capture the screen to prevent Exposé from consuming the keystrokes, but we'd like it to work properly in windowed mode as well.

No, you can't capture these keystrokes. They are system-wide hotkeys, so your app will never receive them. The only way to disable them would be to change or disable them in the Expose prefs or Keyboard&Mouse prefs.

Or you can capture the screen :)
