Finder Drops in Classic

I'm getting reports that one of my apps will not accept file drops under OS 9. It will accept them in Classic and OS X. It is a bundled Carbon app made with Codewarrior . Of course every machine I try it on works perfectly but many people have reported that when they try to drop files on the application icon the app does not open the files or launch.

I asked some users to rebuild their desk tops but that did not help them. Can anyone think of a reason why it will work for some but not other machines ? I and my testers both used freshly installed OS 9.2.1 on iMac G3's.
