Possibly the users having trouble have another copy of your app on
their system somewhere, or another application using the same creator
code as yours. Just a guess.
Does your app save documents stamped with your creator code? If so,
have them first Quit from your app, then double-click one of your
documents and see which app launches. (Check with About This
Computer, click on the newly-launched app, and File > Show Original
to find where it is on the hard drive, in case it has the expected
name but is another copy.)

I'm getting reports that one of my apps will not accept file drops

bundled Carbon app made with Codewarrior . Of course every machine
I try it on works perfectly but many people have reported that when
they try to drop files on the application icon the app does not
open the files or launch.
I asked some users to rebuild their desk tops but that did not help
them. Can anyone think of a reason why it will work for some but
not other machines ? I and my testers both used freshly installed
OS 9.2.1 on iMac G3's.
Thanks,
