Atomic file system not atomic?

Is the problem that I am writing files into /private/var/tmp ? Do files not appear there immediately or something?

This is the most unexplainable bug I've seen so far. If the Mac file system wasn't atomic, I am sure a lot of different apps would break. Especially the more unixy apps.

So why isn't it acting atomic? Why is it that I must wait 0.125 seconds for other apps to be able to see the file, even when using both fopen and FSPathMakeRef to detect the file? (A fallback approach).

This goes against everything I know of Mac behaviour and computer behaviour. Is there something vast I've missed somehow??
