Does it also check the name locked bit (which is separate from an
actual file lock)?

returned from FSGetCatalogInfo and friends on the parent of the file
plus a locked check on the file itself. The userAccess of the parent
is consulted because, of course, renaming an item is like adding and
removing a child in the parent container and the user must be able
to write to the parent container in order to make such changes.
