That's easy to do. You just create a borderless window, the size of
the screen, and set its window level to the desktop's window level
(kCGDesktopWindowLevel). Or rather, set the window level of its
window group.
Oh cool! And, I suppose, it'll always be in front of the Finder's
desktop window?
