So kCFPreferencesAnyUser/kCFPreferencesAnyHost is:
/Network/Library/Preferences <deprecated>
and
kCFPreferencesAnyUser/kCFPreferencesCurrentHost is:
/Library/Preferences/
and
kCFPreferencesCurrentUser/kCFPreferencesCurrentHost is:
~/Library/Preferences/ByHost/
For some reason, I had thought AnyUser/CurrentHost would also get a
ByHost subfolder.

to correspond to /Network/Library/Preferences. However, this
particular source has been disabled since Mac OS X
10.0. Historically it was backed by a plist in the wrong location
(namely /Library/Preferences/Network, which isn't an
"AnyUser/AnyHost" location). This wasn't doing what people expected
(whether they realized it or not).
If what you're looking for is "All users on this computer", then
you're looking for kCFPreferencesAnyUser/kCFPreferencesCurrentHost
which corresponds to /Library/Preferences.
