Localizations work by looking at the intersection of the languages the
application advertises as supporting (via lproj folders) and the order
of the user's languages choices. If you don't have any lproj folders
then we default, presumably to english.
I'm not a localization expert, but presumably just creating these
folders may be enough. To be honest however, this has been the
preferred localization mechanism since 10.0, so I would consider
migrating to it.
