I have confirmed that if you create an empty folder with the name de.lproj then the PRINT dialog will come up in German like you expect it to for that language. This is a very bad design decision on Apple's part, because if for example my program is running on a chinese system and I don't have the chinese language implemented (which I don't at the moment), the PRINT dialog will come up in some other language which makes no sense at all. The PRINT dialog should follow the system locale and not be tied in any way to the application. The user says "Chinese" in the control panel and all system dialogs should follow that preference.
