It's just me reading the tea leafs, but my interpretation is not that Apple lied. It is that they made a very unfortunate last-minute decision to not ship the result of many months of work by the engineers working on a 64bit verison of Carbon. And with it, they broke the commitment they made to Carbon when introducing HIView as a modern, future-proof API for UI development under OS X*.


Personally, I regret every single minute I followed Apples recommendations to use new APIs and 'modernized' my Carbon code by replacing ResEdit resources with NIB files and classic controls with HIViews.

My only hope is that in four years from now I won't be saying the same about having ported my code from HIView to NSView.
