CoreGraphics is a sub-framework of ApplicationServices.framework. You will have to use one or another of the symbol-finding utilities to load it into a prototyped function which you create.

Maybe you can work from this (Leopard 32-bit only):

CGWindowID HIWindowGetCGWindowID(WindowRef inWindow)
