With the Active Directory plug-in, users do indeed get a local home
directory.
Are you sure you don't want to use SMB home directories?
Are you sure your users are getting a temporary folder? By default,
the Active Directory plug-in creates local home folders.
Unfortunately, if you want to update the contents of
/System/Library/User Template/English.lproj,
you need to make the modifications
on every local machine.
The changes you make in this directory only affect home directories
which have not yet been created.

of course makes a home directory for them on the fly
which is what I want. Somehow though, when users
log into the machine, they are defaulted to a
temporary folder I created for getting all the prefs
and making all my application settings. I want them
to have their home directory be the default as can
be seen when you first open the hard drive.

/system/library/"user template"/english.lproj
