You may be interested in a tool I have built called additemtodock.
Add Item to Dock provides an interface to the defaults application
provided by apple. You can find more information and also download a
copy by visiting the following URL : http://www.lucidsystems.org/

Add Item to Dock is distributed as a package, making it easy to
deploy to a remote system.
Grab ~/user/Library/Preferences/com.apple.dock.plist from your
user, add the item, and then copy it back. You can add items as
simply as making it your dock and making changes or you can get
into the plist and type what you want. If you have the item/setting
on another .dock.plist you can just copy/paste.
