Force browsers through a proxy



This may sound too simple...

What is the best way to force every browser to route through a proxy server
for web access (192.168.x.x:8080)?  Changing the settings in the Network
panel of System Prefs does not work if a user chooses to use Firefox nor
does setting proxy stipulations for users in WGM.

Would I push out a .pref file for Firefox and make it unwritable?
