I can't help on the uninstall part, but I will mention something you should keep in mind as you work on this. It isn't just Safari that changed, but also WebKit which is the OS level rendering engine that Safari uses. It lives in /System/Library/Frameworks/WebKit.framework and is part of the reason why simply deleting /Applications/Safari and replacing it with the older one won't work. In my case, I use OmniWeb which also uses WebKit for much of its rendering work so see some of the changes that the update brought as well, even though I don't use Safari.
Now, whether simply removing the 10.4.11 /System/Library/Frameworks/ WebKit.framework will work or not I can't say. It might be worth an experiment, but Apple certainly didn't QA it for that and there might be dependancies on other parts of the OS that changed as part of the 10.4.11 update that are important as well. This might cause odd or subtle problems that could prove very hard to trace. I know when I screwed up a file push (I'm a Radmind based admin) and ended up with Macs having a mix of 10.4.7 and 10.4.8 files, things worked at first glance, but odd things broke in ways you wouldn't expect.
