I prepared my "golden master" G5 mac with 10.4.11 and all

Why is it disallowed?
Where is this list?
How can i correct this?

Are you managing your clients through OD? That is generally the
method used to disallow access to applications, though I can't say
I've ever blocked software update before. If you are managing them,
just verify that user error hasn't caused the issue.
Have you repaired permissions on one of the afflicted machines to see
if it resolves the issue?
