I believe so but only certain prefs will be able to be managed. If Apple changed how a preference is read or where it is located, then that specific pref won't be enforced. You should be able to easily test this. Tiger Server is more bearable because it can at least manage any plist but even that is limited. It might be a good time to consider an OD upgrade.
