Defaults write to turn off safari block popups

I need to migrate several thousand machines at 21 sites to a new proxy
system we have to do by Feb 11.

Obviously I'm doing as much as I can by ARD. I was all set - got many steps
figured out. At 4:30pm yesterday I heard rumors I need to allow all popups.
This morning at 7:50am I check Mac browsers against this question and for
Safari indeed I have to allow popups. Firefox can be fine tuned.

So I started searching for a defaults write that will change that setting.

Is there a tutorial on the syntax of defaults write? The man page is super
generic and the com.apple.Safari.plist file seems too cryptic (I don't see a
pop-up entry to change.)

Anyone got this figured out?
