Maybe on Macenterprise.org. I know they have one for PlistBuddy, which
is much easier to use on complex files.
The man page is super
generic and the com.apple.Safari.plist file seems too cryptic (I
don't see a
pop-up entry to change.)
Safari has a preference manifest that WGM can read so that the setting
is easier to find.
