How about allowing nib-based dock menus to be active when "Keep in Dock" is
in effect for an application? This keeps the icon in the dock even though it
isn't launched. When a user chooses something from the menu, it launches the
app and performs the menu action. IT would also be cool to have a program
API for Keep In Dock so the program can set it up, say as a preference.
