The actual byte-level content of the format is private, but you can certainly make use of web archives with public API. WebKit has methods to create a WebArchive (a) from a WebDataSource; (b) from a DOM node; (c) directly from HTML and resources; (d) from data, e.g. from a WebArchive file. The difference between (a) and (b) is that (a) stores the document as loaded; (b) stores the document as currently displayed, which may differ if the DOM has been modified, for example by scripts.
