Are you creating your NSTextView programmatically? If so, the docs below will help you with "Assembling the Text System By Hand":

If you're dragging it in Interface Builder the vertical scroll bar is already enabled. If you disabled it, just turn it back on. (NSTextView in IB is pre-assembled and contained in an NSScrollView for you).
