Yes, the question is really one of having a non-ideal area, or not having it at all... and neither should effect the profile globally, unless assumptions are made at the gamut limit for all colors. This would indicate that LUT profiles would be fine with leaving these areas in, but Matrix ones would not... however Matrix profiles really shouldn't be used in such situations in the first place, unless hardware adjustments can be used in advance to clip out these hooks and wobbles at the periphery.
