I am trying to keep the price of the software and training at a level

be acceptable to the powers that be.

Is training absolutely necessary?
John, training isn't necessary, but it sure helps.
After ready the manual, the Links module seems to be the most
applicable
to my problem but it is expensive. Can I match proofer to proofer
without
it?
If you are driving a Spectrum through a Brisque front-end - then yes,
you will have to use Device Links for your color conversions (unless
things have changed). There are a number of tools that can create
Device Link Profiles.
Understand, when you color manage a "dot-proofer", like the Spectrum,
the dots on the proof no longer have much at all in common with what
you're going to print. You can get a very nice visual match, but you do
not have the integrity of the dot structure that you are used to.
