This standard does not attempt to deal with differing levels of ambient
light, or differing monitor luminances; it simply turns all monitors into CRT
emulations at CRT luminance levels, and CRT ambient levels, than waffles a bit and
allows slightly brighter levels for LCDs, but without adjusting any of the
other factors for this.
If you look at the ambient light functions in Spyder2PRO, they define
appropriate matches between ambient light levels, monitor luminance, and monitor
whitepoint. They encourage users to lower their ambient lighting, if its at a
moderate or higher level, but offer appropriate matches between the three factors
at all levels, since many users simply refuse to work in low, or even
moderately low, light.
