actually I prefer to call it adaptive targeting.

I like that! But what you are talking about is slightly different. Just like generic targets, Bill's 9600 adapted targets end up getting used for all kind of devices, not just 9600s. Adapting the target for each device at the time of profiling with a 2 step process is key. Nonetheless, I like your "adaptive targeting" termonology.
