You'll need to run the un-installer, then the installer afterwards
Make sure your dongle is not plugged in when doing this.

that I did a simple "Upgrade" install of Leopard instead of an

One thing I did before I started the install was boot from the
Leopard DVD and run Disk Utility. I first ran Disk Repair (twice)
until it gave me a clean bill of health and then ran Repair
Permissions until it was clean also. Don't know if that helped but
it did make *ME* feel better!
You tried both USB ports? For some reason, I get some general
flakiness through the USB port next to the power supply connection
but not on the USB port on the other side. Go figure.
