The HAL sends that notification for you whenever you call AudioHardwareDevicesCreated() or AudioHardwareDevicesDied() to tell the HAL about devices coming and going. Sending the notification outside of these calls is inappropriate.

The HAL doesn't support dynamically installed plug-ins. Apps have to be re-launched to pick up any freshly installed plug-ins.
