The cross-development feature was introduced to allow developers to target older system releases with the latest toolset. If it doesn't work going the other direction it may be (note my speculation) because it was never tested that way.


The suggestion to ask on a tools-related list is a good one. This may also warrant an enhancement request/bug report.
