That no longer works in Tiger as you discovered. Do this now:
echo "limit core unlimited" >> /etc/launchd.conf reboot

When I check ulimit -a, I get: core file size (blocks, -c) 0 ...
but when I attempt to change it, i.e.: > ulimit -c unliimited > ulimit -c 0
It remains stubbornly at zero. I"ve also tried 1024 instead of unlimited, no difference.
