I would love to do that except for I tried that on Jaguar and it did not work after applying an OS update using installer. And the man page for installer suggests using /sbin/shutdown -r or /sbin/reboot.
 
I can try again cause I would love for the OS to handle notifying apps to save documents as so forth.

Even though you've solved your problem, I have to point out that
calling /sbin/shutdown is the moral equivalent of kicking the cat.
Don't restart that way.  Send an AppleEvent to restart.
