I would love to do that except for I tried that on Jaguar and it did not
work after applying an OS update using installer. And the man page for
installer suggests using /sbin/shutdown -r or /sbin/reboot.

Did you try the accompanying sample code from the QA? The Q&A is
pretty explicit about working for 10.2.
