I say "depending on type of development", since if you are only doing command line development, then it is easy to provide a work area without obstructing the main user, and I have already done that for a developer, though proving UI access requires that the main user is not needing the current to use their system at that point in time. While I haven't personally tried this, the manual for OSXvnc (http://www.redstonesoftware.com/products/vine/server/index.html) mentions it supports multiple simultaneous GUI logins. One for each user. Sounds like the basic idea is that each user must be logged in at the same time with Fast User Switching enabled. Then the OS X gui still operates, and thus VNC, even though the user might be in the background and not the active GUI session.
