TargetConditionals.h in kernel framework

Just a question for the Apple guys: shouldn't the "TargetConditionals.h"
header file be included in the kernel framework? It is sometimes useful
to do conditional optimisation in device drivers and I can't see any
reason why you would not want people to access this information at this
level.
